Remarks of a Participant


    Mr. Igor Kuzevski, Head of the Unit for Human Resourses Managemant, General Secretariat of the Government, in the Former Yugoslav Republic of Macedonia, participated in the “Seminar on National Government Administration for Senior Officials 2006” conducted by the NPA.
   September 2006, I was informed by the secretary general of the Government of the Republic of Macedonia that I have the honor to visit Japan and to learn some “secrets” from one of the most developed countries in the world. I was the happiest person in the world because it was the dream come true for me. As the departure time was approaching I was getting more and more excited and at the same time more and more afraid having in mind that I’ll be to long and to far away from my home. Finally, on 29th of October I was at Narita Airport in Japan. Staring from that moment during my journey from the Narita Airport to the TIC(Tokyo International Center) all my hesitations about this trip have disappeared because my very first impression was that Japanese people are very friendly, and Japan is country just like I wanted to be - very clean with order in society where anyone knows as we Macedonians would say “who drinks and who pays for the drinks”.
   From 30th of October We’ve started with the Seminar when I’ve met with my new friends from China, Sent Lucia, East Timor, Sierra Leone and of course with my new friends from the host nation - Japan.
   The course itself was very well organized, and I would say on Japanese way. It’s started with giving us some basic knowledge about the history and culture of Japan itself and Japanese people, and than slightly has transferred on the main subject of the Seminar “The role of the public administration to contribute to the socioeconomic development of the country”. During the Seminar we have hearth and learned a lot of lessons about the Japanese administration system, the role of the Government in the socioeconomic development of Japan, the meaning of the good governance, Japanese educational system, local government and decentralization process, etc.
   From the lessons learned I can say that the secret of the Japanese rapid economic development and being one of the most developed countries in the world is laying over the strong commitment not only by the Government but by the Japanese people as well to be number one, good organized administration system, cultural background of the people, dedication to work and strong discipline by anyone of course.
   Good think of the Seminar was also the opportunity the represent my country Republic of Macedonia and to exchange experiences with the participants from other countries because the Seminar was organized in a interactive way in order to hear not only the Japanese way of solving the problems but from the other countries too.
   Another good remark was the field studies by visiting the Japanese Diet, Supreme Court of Japan, Kawanishi local government, Primary school etc. where we had a chance to hear from a first hand about the Japanese way of dealing with problems.
The unique idea of the seminar was mixture of the social activities with field studies. This was especially emphasized during the trip from Tokyo to Hiroshima and back with few stops in-between in city of Kobe and Kyoto. In Hiroshima I had a chance to understand what have really happened in that beautiful city sixty years ago and how people can do very bad thinks some times. What I can say after this visit is that any human been should be a Hiroshima messenger because human kind must not do the same mistake again.
   Last remark or if I can say the cake of the seminar was the given honor to meet with His and Her Imperial Highness the Crown Prince and Princes. For me, this was a one time opportunity and this is something what I will remember for my whole life.
   To enclose, I would like to express my great thankful to the NPA authorities for giving me the opportunity to visit the great country of Japan and to learn some of the “secrets” of the Japanese success. I can assure you that I’ve already sheared my newly gained knowledge with my colleagues in Macedonia. I would also like to express my thankful to our coordinator Nakano-san for her kindness and hospitality during our 45 days stay in Japan. Doomo Arigato Gozaimasu.
